These settings control World Creators MapTiler integration. They are mainly just needed for setting up MapTiler and linking World Creator to their web services. For a guide on how to get started with MapTiler in World Creator refer to this article.

The token needs to connect to MapTilers web services. You can find the token once you've logged into MapTiler on their website in the Account section under Credentials.
