How to incorporate a Primitive Layer into your terrain
Similar to other Shape Layers, the Primitive Layer provides you with the classical blending operations that come with areas in World Creator. As a result, you can seamlessly blend it with different blending modes and achieve a smooth and rounded interpolation.
The most important parameter, however, is the Level Step which is further explained in this article. It specifies the World Creator terrain upsampling and filtering level in which the Primitive Layer will be inserted into the terrain. Choosing a lower layer results in losing some sharpness generated by the Primitive Layer but allows more levels in which World Creators filters can work. Choosing a higher level provides more sharper structures from the Primitive Layer, but results in a loss of some editing power provided by the filters.
If the Primitive Layer does not appear on your selected level step, it may be due to a higher biomes level step or another shape layer overwriting it.
